13 WHAM - "The City of Canandaigua has released the name of the police officer who fatally shot an off-duty parole officer at the Pinnacle North Apartments earlier this month.
City officials said Wednesday the officer has been identified as Sgt. Scott Kadien. The release of Sgt. Kadien's name comes two weeks after the initial shooting.
"State Police said on October 4, Sgt. Kadien responded to an apartment at Pinnacle North to check on the welfare of Sandy Guardiola. Guardiola was scheduled to return to work that day after she spent several weeks recovering from a car accident.
When Guardiola didn't respond to attempts to get in touch with her, personnel at Pinnacle North let Sgt. Kadien into her apartment. At some point between Sgt. Kadien entering the apartment and the shooting, the officer and Guardiola spoke with one another. What the two said has not been released by investigators.
Investigators say Guardiola then exchanged gunfire with the officer, firing at least one round from her weapon. Sgt. Kadien shot back at least once, hitting Guardiola and fatally wounding her.
New York State Police Major Rick Allen said investigators recovered a handgun from inside the Pinnacle North apartment where Sandy Guardiola was staying. The gun was her service weapon.
In a statement released Wednesday afternoon, Canandaigua City Manager John Goodwin said the city "wants all of its residents to know that its staff and elected officials take seriously their responsibilities of public disclosure and transparency."
The reason for withholding Sgt. Kadien's name, Goodwin said, was because the city did not want to "jeopardize an ongoing investigation by prematurely releasing sensitive information." The Canandaigua Police Department recused itself from the shooting investigation.
The decision to name Sgt. Kadien came after the city received a FOIL request from the Daily Messenger to identify the officer. Canandaigua Police conferred with New York State Police and confirmed that "releasing the name of the officer involved will not compromise or interfere with their ongoing investigation."
"An officer involved shooting is one of the most traumatic events a law enforcement officer can endure, and can lead to extreme levels of stress, trauma, and PTSD," Goodwin goes in to say in the statement. "The City supports Sergeant Kadien and respectfully requests that the public and the media respect Sergeant Kadien’s privacy during this difficult time, and patiently wait for the New York State Police to complete their investigation and turn the results of their investigation over to the Ontario County District Attorney’s Office for review and disposition."
